Can someone recommend some decent photoshop-like software that's free? Doesn't have to be super-advanced, but something in which I can do some basic touching up and enhancements and stuff.

I haven't used it, but I've heard a lot of people swear by google's Picasa, it's free, helps you organise photos and has touch-up stuff included

Yeah I would go with GIMP as well but another would be https://pixlr.com It's free web based app that has quite basic tools for quick edits. Saving can be a bit of a pain in the ass so I generally just screen shotted it.

I use Windows to organize my photos, using external programs only complicates things.

I don't use any programs at all. Everything is named correctly and in folders.
I would be scared of using any programs to keep things in order lest they not be futureproof.
My comment was geared toward the free image editing features in picasa.
