It's a poor, unfortunately deceased, retarded (in a non-offensive way) guy doing a cooking show. It's for real, I think it was made early or mid 90s.
It's comedy gold, but like I said it's a one way ticket straight to hell. :P It just gets weirder and weirder by the minute.

Seems to me like he probably always wanted to do a cooking show, and his parents / counselers let him live out his dream, then it got leaked.

I have a feeling this is fake. You can hear him whispering something around 2:37 and it doesn't sound anything like how he's been talking throughout the whole video.
