Solution:
first install Java http://www.java.com/en/download/index.jsp
then in internet explorer:
Internet Options > Security > (select internet zone) > click "custom level" > scroll down to activeX options and change these options.
Download unsigned ActiveX Control - change to "Prompt"
Initialize and script ActiveX controls not mark as safe - change to "Prompt"
close and open internet explorer - try chat again, this time it will prompt you to install an unsigned activeX control - in this case its perfectly fine to install it.
it'll then ask you to reload the page - go ahead and do that and after a little while
it will load chat and everything will be flowery!

Totally agree, vista is awesome.
exactly! - ive been using vista since RC1. vista FTW! had less problems with it than any other OS ive used.
