Not quite sure on it.
Pretty sure its distortion and filtering, but just wondering how to get this kind of effect!
its the vocal in the background. have to listen pretty carefully

seems to me like the sample rate has been halved or even quarterd, then lowpassed at about 3khz with a bit of resonance.
posssably u might get a similar effect with vocoding a voice into pure white noise, maybe pink noise might suit it better.
maybe combining both could work
its not easy to tell tho cos its really faint in that sample and hard to hear under the main vocal, just guessing at what my ears are hearing.
