its gabba  i'll give ya that
no idea what it is tho... I'm a fan of gabba, but i don't really follow it...
therefore evan if the track ringed a bell i would have a name for it...
and i don't reconise the DJ... so i can't help you

well, sounds like a mix of "enemies 4 life" by dj promo & dj paul.
soundquality is so bad I can't hear anything right except the "public enemy" sample
