If you mean a sampler program, Komplete2 from Native Instruments is the best to get. Next would probably be Mach 5 or Giga

But there is a free one that people say is even better but has some what of a learning curve. It was called something like flc I think... You can look it up here:

If you want sound samples, I don't really know of any free ones that are high quality...

http://www.soundsonline.com (East West) has great quality samples. They sell a few CDs there for under $50 that are great quality!
