Great track that appeared on the Freeformation album. I heard it was given away for free on Ephexis's website, and I haven't found any evidence of a formal release.
With that in mind, would it violate the rules to ask for a copy?

If it was made public for free, and the only reason you can't get it now is because the website is down, I would say it's still free. Sadly I don't have it
